Yes, the front magazine pouches are not compromised, assuming the pouch is installed on our plate carrier or any plate carrier with adequate molle space above.
You may need to practice and get familiar with the draw, but the front magazine pouches are generally still accessible. (Works really well with multi curve plates as the pouch is sort of sloped at an angle.)
